Steve Sewell joined Parsons Brinckerhoff (PB) in 2002 as president of PB Ports & Marine, Inc., a subsidiary company offering comprehensive port and marine infrastructure services, including: financial and economic feasibility analysis, strategic planning, master planning, terminal and facility planning, marine facility design and engineering, program and project management, dredging and dredged material disposal services, coastal and waterway engineering, a full range of construction management services and security assessment and upgrade services. Prior to joining PB, Steve served as managing director of the Seaport Division of the Port of Seattle, one of the nation’s largest container ports, where he was responsible for the Port of Seattle’s seaport activities, including marketing, customer service, facility planning, development and operations. He was also responsible for financial performance, personnel matters and all other management functions. He joined the Port of Seattle in 1986 as general counsel; was named senior director of the Services Division in 1991; and managing director of the Seaport Division in 1994. While with the Port of Seattle, he led and developed a workforce of 450, grew annual operating revenues from $70 million to $100 million and managed an annual capital budget of $100 million.
Previous Experience
Prior to joining PB, Steve held the following positions with the Port of Seattle:
• Managing director of the Seaport Division responsible for marketing, development and operations of Seaport facilities, including container terminals, general cargo terminals, cruise ship terminals, recreational and fishing marinas, warehousing and distribution facilities, commercial and retail properties, conference and meeting facilities and other real estate. His accomplishments during his tenure included:
- Development of two modern $300 million container terminals
- Development of strategic direction for the future of the Seaport
- Development and revitalization of the central waterfront through the $100 million Bell Street Pier and Cruise Terminal complex
- Development of the cruise business from !0,000 to 40,000 annual passengers
- Port security response to the events of September 11, 2001
- Improved employee morale
- Increased fiscal responsibility
• Senior director of the Services Division responsible for leading the corporate departments that provided support to both airport and seaport divisions, including engineering, information technology, human resources, labor relations, organizational development, diversity programs, risk management as well as bringing the Central Waterfront Project from development to completion and completing the new port headquarters development at Pier 69. His accomplishments during his tenure included:
• Corporate secretary and general counsel. Member of three-person executive group responsible for all legal services, government relations, public relations, risk management and the Central Waterfront Project.
• General counsel, responsible for all legal services, Steve assumed oversight over all governmental relations functions after 18 months.
Steve’s earlier positions included senior deputy prosecuting attorney for King County, Washington, and staff attorney for the Washington State Court of Appeals.
